Director, Transformation & Value Creation

ABOUT THE ROLE

The Director, Transformation & Value Creation leads Team Florida’s enterprise value creation portfolio and oversees governance across strategic transformation initiatives. Reporting to the Vice President, Transformation, this role partners closely with executive leadership to identify, prioritize, execute, and measure the initiatives that improve growth, operational effectiveness, quality outcomes, provider and member experience, financial performance, and organizational scalability.

A central responsibility is advancing Team Florida’s value-based care strategy through initiatives that improve quality performance, risk adjustment outcomes, population health management, provider engagement, cost of care, and operational efficiency. The Director ensures strategic initiatives stay aligned with enterprise priorities and deliver measurable business outcomes.

The Director serves as the central leader for portfolio governance, executive reporting, value realization, strategic prioritization, and enterprise program oversight, and provides leadership to the Transformation Program Managers.

WHAT YOU’LL DO

Enterprise Value Creation

  • Identify, evaluate, and prioritize strategic opportunities that create measurable enterprise value.
  • Develop business cases, value realization plans, and return-on-investment analyses for transformation initiatives.
  • Establish methodologies to measure financial, operational, clinical, and customer experience outcomes.
  • Track realization of productivity improvements, revenue enhancements, and cost savings.
  • Ensure accountability for achieving targeted business outcomes.

Value-Based Care Transformation

  • Partner with clinical, operational, financial, and business leaders to advance value-based care objectives.
  • Lead initiatives focused on quality performance, population health, risk adjustment, utilization management, provider engagement, and cost-of-care improvements.
  • Monitor performance against value-based care contractual requirements and strategic goals.
  • Identify opportunities to leverage analytics, technology, automation, and AI to improve organizational performance.

Program Governance and Portfolio Management

  • Lead enterprise governance processes for transformation initiatives.
  • Establish project intake, prioritization, funding, and approval processes.
  • Maintain visibility into project status, risks, dependencies, budgets, and resource utilization.
  • Facilitate executive steering committees and governance meetings.
  • Ensure consistency in project management disciplines, reporting standards, and delivery methodologies.

Executive Reporting and Strategic Analytics

  • Develop executive dashboards and performance scorecards.
  • Present portfolio performance, key risks, mitigation plans, and recommendations to senior leadership.
  • Prepare executive briefings and Board-level presentations.
  • Deliver insights that support strategic decision-making and resource allocation.

Organizational Change Leadership

  • Support enterprise-wide adoption of new operating models, technologies, and business processes.
  • Drive stakeholder engagement and alignment across functional areas.
  • Foster a culture of innovation, accountability, continuous improvement, and operational excellence.

People Leadership

  • Provide leadership, coaching, and development to the Transformation Program Managers.
  • Establish performance expectations and accountability measures.
  • Build a high-performing transformation team focused on delivering measurable business results.

WHAT YOU’LL BRING

Required Qualifications

  • Bachelor’s degree.
  • Minimum of 8 years of experience in transformation, strategy, consulting, PMO leadership, operations, healthcare improvement, or enterprise change management.
  • Demonstrated experience managing enterprise-wide strategic initiatives.
  • Experience leading cross-functional teams and influencing executive stakeholders.
  • Strong background in business performance improvement and value realization.
  • Experience building business cases and measuring financial, operational, and clinical outcomes.
  • Executive communication skills, including dashboards, steering committee materials, and Board-level presentations.

Preferred Qualifications

  • Master’s degree (MBA, MHA, MPH, Finance, Business, Healthcare Administration, or a related field).
  • Experience in value-based care environments including provider organizations, MSOs, ACOs, Medicare Advantage, managed care, or risk-bearing healthcare entities.
  • Experience supporting quality improvement, population health, risk adjustment, utilization management, provider performance, or care delivery transformation initiatives.
  • Experience with AI-enabled transformation, automation, analytics, and digital modernization efforts.
  • PMP, Lean Six Sigma Green Belt or Black Belt, Prosci Change Management, or Agile certification.
